问：美国副总统彭斯在亚太经合组织工商领导人峰会上作了演讲，发表了一些涉华言论，并称中国对太平洋岛国援助造成受援国债务负担。请问中方有何评论？

Q: US Vice President Mike Pence, when delivering a speech at the APEC CEO Summit, made some China-related remarks and claimed that China's assistance to the Pacific Island countries has caused debt burden for the recipient countries. What is your comment?

答：亚太经合组织领导人会议刚刚在巴布亚新几内亚举行。习近平主席在会上发表了一系列重要讲话。习主席谈到了中方对当前世界经济形势的看法，也提出了加强国际合作、完善全球治理、应对共同挑战的一系列重要主张。其核心要义是，无论是国际合作，还是区域合作，都应该坚持开放、发展、包容、创新、规则导向，以应对共同挑战，实现互利共赢。这些主张顺应了世界经济和全球经济治理发展的大势，符合国际社会的普遍愿望，体现了大国领导人的战略视野和引领作用，受到与会各方高度赞同。

A: The APEC Economic Leaders' Meeting has just been held in Papua New Guinea. President Xi Jinping delivered a series of important speeches at the meeting, elaborating on how China looks at the current world economic situation and putting forth a series of important propositions including enhancing international cooperation, improving global governance and addressing common challenges. What all these boil down to is that whether in international or regional cooperation, we should stay committed to openness, development, inclusiveness, innovation and being rules-based so as to jointly address common challenges and achieve win-win outcomes. These propositions, which are highly endorsed by all the participants at the meeting, correspond with the development trend of the world economy and global economic governance, meet the shared aspirations of the international community and demonstrate the strategic vision and guiding role of the leader of a major country.

我们注意到了美方的有关言论。中方认为，亚太经合组织正处于关键发展阶段，在此形势下，各方都应体现负责任、建设性态度，牢记亚太经合组织的初衷，把握亚太发展大方向。处理国际问题，要按共同制定的规则来办。遇到分歧应该通过协商对话来解决。不应该人为设置壁垒，更不应该搞你输我赢。就区域合作而言，无论是太平洋、印度洋，还是大西洋，都应该成为合作共赢的舞台，而不是地缘竞争、对抗对立的角力场。

We have noted the relevant remarks made by the US side. China believes that the Asia-Pacific Economic Cooperation is now at a crucial stage of development. Under such circumstances, all relevant parties should adopt a responsible and constructive attitude, bear in mind the original aspirations of APEC and stay committed to the general direction of the development of APEC. We should follow the rules that were jointly formulated by us to handle international issues and manage differences through consultation and dialogue instead of erecting the man-made barriers, let alone pursue gains at the expense of others' losses. On regional cooperation, the Pacific Ocean, the Indian Ocean and the Atlantic Ocean should all serve as the stages for win-win cooperation rather than the arenas for geopolitical competition or confrontation.

中国在相互尊重、互利共赢的基础上，同世界上许多国家开展了良好合作，包括在南南合作框架下与广大发展中国家开展的互利合作。中国在推进这些合作时，秉持正确的义利观和真实亲诚的理念，在力所能及的范围内为当地的经济社会发展提供了帮助。这些帮助不附加任何政治条件，充分尊重受援国政府和人民的意愿。没有哪个发展中国家是因为与中国合作而陷入债务困难的。相反，与中国的合作帮助这些国家提高了自主发展能力和水平，改善了当地民众的生活。因此，与中国合作受到了广大发展中国家政府和人民的普遍欢迎。在这些问题上，国际社会特别是和中国开展互利合作的广大发展中国家自有公论。

On the basis of mutual respect and win-win cooperation, China has conducted good cooperation with many countries around the world, including the mutually beneficial cooperation with the developing countries under the framework of South-South cooperation. When advancing such cooperation, China has followed the principle of sincerity, real results, affinity and good faith and pursuing the greater good and shared interests to offer assistance to the economic and social development of the relevant countries as its capacity allows with no political strings attached and by fully respecting the will of the governments and people of the recipient countries. Not a single developing country has been mired in debt difficulties because of its cooperation with China. On the contrary, their cooperation with China has helped them enhance their capacity for self-driven development and improved their people's livelihood. Therefore, the governments and people of the developing countries welcome the cooperation with China. On these issues, the international community, especially the developing countries which engage in mutually beneficial cooperation with China have their fair judgment.

中国是亚太的重要一员，中方支持亚太经合组织继续在推动区域合作与促进共同发展上发挥积极作用。我们愿同各方一道，强化伙伴精神和命运共同体意识，推动建设相互尊重、公平正义、合作共贏的新型国际关系，携手构建人类命运共同体，促进亚太地区和平稳定和共同发展。

China is an important member of the Asia Pacific region. China supports the positive role played by APEC in promoting regional cooperation and common development. We are willing to work with all relevant parties to strengthen partnership and the awareness for a community with a shared future, build a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation and forge a community with a shared future for mankind so as to promote peace, stability and common development of the Asia Pacific region.

我们建议有关国家与其对别人指手画脚，还不如自己言行一致，真正做到对待大小国家一律平等，真正做到尊重其他国家根据自身国情选择发展道路的权利，真正为发展中国家的发展做些实事好事。

Our advice for the relevant country is that instead of pointing fingers at others, it would be better to match its deeds with its words and truly treat all countries, big or small, as equals, respect the right enjoyed by other countries to choose the development path in light of their national conditions and make substantial contributions to the development of developing countries.
