近日，中共中央辦公廳、國務院辦公廳印發了《關於深化生態保護補償制度改革的意見》，提出到2025年，與經濟社會發展狀況相適應的生態保護補償制度基本完備；到2035年，適應新時代生態文明建設要求的生態保護補償制度基本定型。

China has released a guideline on deepening the reform of the country's ecological compensation mechanism to speed up the building of ecological civilization. By 2025, an ecological compensation mechanism that is aligned with economic and social development should be basically built up. By 2035, the country will form an ecological compensation mechanism that meets the requirements of ecological civilization in the new era, according to the guideline jointly released by the general offices of the Communist Party of China Central Committee and the State Council.

生態保護補償是指採取財政轉移支付或市場交易等方式，對生態保護者因履行生態保護責任所增加的支出和付出的成本，予以適當補償的激勵性制度安排。生態保護補償制度作爲生態文明制度的重要組成部分，是落實生態保護權責、調動各方參與生態保護積極性、推進生態文明建設的重要手段。

《關於深化生態保護補償制度改革的意見》提出，要加快健全有效市場和有爲政府更好結合、分類補償與綜合補償統籌兼顧、縱向補償與橫向補償協調推進、強化激勵與硬化約束協同發力的生態保護補償制度。

《意見》指出，要聚焦重要生態環境要素，完善分類補償制度，包括建立健全分類補償制度，逐步探索統籌保護模式。要圍繞國家生態安全重點，健全綜合補償制度，包括加大縱向補償力度，突出縱向補償重點，改進縱向補償辦法，健全橫向補償機制。要發揮市場機制作用，加快推進多元化補償，包括完善市場交易機制，拓展市場化融資渠道，探索多樣化補償方式。

【重要講話】

全面建立生態補償制度。要健全區際利益補償機制，形成受益者付費、保護者得到合理補償的良性局面。要健全縱向生態補償機制，加大對森林、草原、溼地和重點生態功能區的轉移支付力度。

We need to improve the inter-regional mechanism under which ecological protectors are properly compensated by the beneficiaries.
