5月13日,以“青春山東,共享未來”爲主題的國際青年交流大會在山東濟南開幕,大會旨在搭建全球青年深化交流的常態化高端平臺,促進中外青年交流交往。

大會主論壇——“黃河灣國際青年經濟論壇”以“新格局與新經濟”爲主題,中外經濟學家聚焦後疫情時代、大國博弈下的全球經濟變局與中國新發展格局,探討數字經濟全球化下的國際經貿趨勢、商業模式變革、技術創新驅動與產業轉型升級、新業態與品牌國際化戰略等問題,解讀如何抓住“雙循環”新格局中的歷史機遇。

論壇上,新加坡國立大學亞洲研究院傑出研究員、新加坡前駐聯合國大使馬凱碩闡述自己的觀點,他表示人類正面臨諸多全球性挑戰,需要各國同舟共濟、攜手應對。近年來,西方國家一直在試圖削弱聯合國等國際機構的地位,這對於解決當前的全球性問題無益,也不符合西方國家自身的利益,他呼籲聯合國等國際機構的作用應得到強化。

各位來賓,女士們,先生們,我很榮幸受邀在2022年國際青年交流大會上發言。今天的會議恰逢其時,因爲當前世界正面臨諸多挑戰。

衆所周知,我們仍在努力擺脫新冠肺炎疫情。我們本認爲2022年將是平靜、穩定、和平的一年,但卻爆發了俄烏衝突。

這一切都加劇了人們所面臨的巨大的全球不確定性,如不斷上升的通貨膨脹和全球經濟放緩。當今世界需要加強合作,以應對這些挑戰。

然而,很多人並不明白我們爲何需要合作。我打個比方,對此加以解釋。過去,世界上的78億人口生活在193 個不同的國家,就如同他們分佈在 193 艘不同的船上,每艘船都有各自的船長和船員照看。在這樣的世界裏,如果一艘船感染了新冠肺炎病毒,其他船隻並不會被感染。

但是,新冠肺炎疫情和氣候變化等全球挑戰帶給人們的教訓是,當今世界的78億人口不再生活在193艘不同的船上。相反,我們生活在同一艘船上的193個船艙裏。

因此,人類需要改變思維方式,並意識到要解決未來的問題,就必須團結一致。這就是爲什麼國際青年交流大會這樣的活動意義重大,因爲它傳遞了我們需要加強合作的呼聲。

幸運的是,我們不必試圖重塑世界秩序來促進全球合作。

在第二次世界大戰結束時,許多西方國家攜起手來,在聯合國的旗幟下創建了多邊機構大家庭。我們擁有了聯合國大會、安理會,以及世界衛生組織、世界氣象組織等重要的國際機構。

要促進國際合作,我們必須能夠讓世界各國齊聚一堂,而這個地方顯然就是聯合國。但令人遺憾的是,曾經創建聯合國的西方國家近年來一直在試圖削弱這個多邊機制。

他們這樣做無益於自身利益。西方國家人口只佔世界總人口的12%,而世界其他地區人口占比爲88%。因此,西方國家應與其他國家進行更多合作。他們應當努力加強聯合國這個多邊機制,而不是試圖削弱它。

我希望今天的大會有助於傳遞一個聲音,那就是包括中國青年在內的全世界青年都期待看到多邊機制得到強化。

Distinguished guests, ladies and gentlemen, it's a great honor for me to be invited to deliver these remarks at the global youth conference of 2022. I believe that your meeting today is very timely. It is timely, because our world is facing many challenges simultaneously.

As you all know, we are still struggling to get out of the challenge posed by COVID-19. And just as we thought that 2022 will be a calm, stable, and peaceful year, a major war has broken out in Ukraine.

All this is of course added to the tremendous global uncertainties that people's around the world are facing. They are struggling with rising inflation. They're struggling with a slowing global economy. And clearly, what the world needs today is greater global cooperation to deal with all these challenges that we face.

But many people don't understand why is it we need to cooperate. So to explain why we need to cooperate, I've actually used what I call a boat analogy. What is a boat analogy? It's quite simple. In the past, when 7.8 billion people in the world lived in 193 separate countries, it was as though they were living in 193 separate boats with captains and crews to take care of each boat. And of course in that world, when we live on separate boats, if one boat catches COVID-19, it will not spread to the other boat, because we are in different boats.

But the big lesson that global challenges like COVID-19, or, frankly, like climate change, what this global challenges are teaching us is that the 7.8 billion people in the world today, no longer live in 193 separate boats. Instead, the 7.8 billion people of our world now live a 193 separate cabins on the same boat.

So therefore, what humanity needs to do, therefore, is to change the mindset and understand that if we are going to deal with the problems of the future, we have to come together all of us to do so. And this is why a conference like yours is very important, because it can help to send a signal that the world needs greater global cooperation.

And fortunately, for us, we don't have to try and reinvent the world order to foster greater global cooperation.

Fortunately, for us, at the end of World War Two, many western countries actually came together to create a family of multilateral institutions under the banner of the United Nations. And that's why we have the UN General Assembly, the UN Security Council. We also have very important organizations like the World Health Organization, the World Meteorological Organization, and other such organizations.

If we want the world to work together, we must find a place for all the countries in the world to come together. And that place clearly is the United Nations. And sadly, what's happened in the last few years is that the same western countries that had created the United Nations family had been trying to weaken the UN family of institutions.

In so doing, I believe that they are going against their own interests. Because as I tell my friends from the west, at the end of the day, the total population of the west makes up only 12% of the world's population. The rest of the world makes up 88% of the world's population. So the west would like to cooperate more with the remaining 88% of the world. The west should now change course instead of trying to weaken the UN family of institutions. The west should work hard to strengthen the UN family of institutions.

I hope that a conference like yours today will also help to share the message that the youth of all the world, including the youth of China, would like to see stronger multilateral institutions.
