美国时间5月8日，美国总统特朗普宣布，美国将退出伊核协议。

U.S. President Donald Trump said on Tuesday （May 8） that he will withdraw the United States from the Iran nuclear deal.

2015年7月，伊朗与伊核问题六国（美国、英国、法国、俄罗斯、中国和德国）达成伊朗核问题全面协议。根据协议，伊朗承诺限制其核计划，同时享有和平利用核能的权利，国际社会解除对伊朗实施的制裁措施。

The deal was signed in 2015 and ended a set of sanctions that had been imposed on Iran. Under the deal, the Joint Comprehensive Plan of Action (JCPOA), Tehran agreed to limit its nuclear program and accept inspections.

特朗普8日在白宫发表电视讲话说，伊核协议是一项“糟糕的”协议，对伊朗发展核项目的限制“很弱（very weak limits）”，却令伊朗得以免于制裁。他表示，协议未限制伊朗发展弹道导弹项目，也未限制伊朗在中东地区“制造不安的活动”，此外协议中有关伊方在协议失效后可恢复铀浓缩活动的“日落条款”（ sunset provisions）也不可接受。

讲话结束后，特朗普签署了关于美国退出伊核协议的文件。

白宫在随后发布的声明中说，重启的制裁将针对伊朗能源、石化和金融等关键经济领域。

The White House said later that "the re-imposed sanctions will target critical sectors of Iran's economy, such as its energy, petrochemical, and financial sectors."

在特朗普宣布上述决定后，伊朗总统鲁哈尼发表电视讲话说，虽然美国决定退出伊核协议，但伊朗将暂时留在伊核协议中并与协议其他各方进行磋商。

Iran's President Hassan Rouhani said Tuesday that the Islamic republic will remain in the nuclear deal with other signatories of the Joint Comprehensive Plan of Action (JCPOA) without the United States.

法国总统马克龙、英国首相特雷莎•梅、德国总理默克尔8日发表联合声明，对特朗普决定退出伊核协议表示遗憾，并表示法英德三国将留在伊核协议并决心保证协议的落实。

In a joint statement released by Macron's office, French, German and British leaders regretted the U.S. decision. Macron, Merkel and Theresa May reiterated their continued commitment to the Iran nuclear deal.

在5月9日中国外交部例行记者会上，有记者问及：北京时间5月9日凌晨，美总统特朗普宣布美终止参与伊朗核问题全面协议，并将恢复对伊核领域制裁。中方对此有何评论?

耿爽表示：

中方对美方所做决定表示遗憾。伊朗核问题全面协议是由六国、欧盟和伊朗共同谈判达成的多边协议，并经过安理会第2231号决议核可，所有各方都应当认真执行，维护全面协议的完整性和严肃性。这有利于维护国际核不扩散体系，促进中东地区和平与稳定，对通过政治手段解决热点问题也具有示范意义。

China regrets the decision made by the US side. The JCPOA is a multilateral agreement reached by the P5+1, the European Union and Iran through negotiations and endorsed by the UN Security Council Resolution 2231. All relevant parties should implement the JCPOA in good faith and ensure its integrity and sanctity. This will contribute to upholding the international non-proliferation regime and promoting peace and stability in the Middle East and play an exemplary role for the political settlement of hot-spot issues.

当前形势下，中方呼吁所有各方本着负责任态度，从长远和大局出发，坚持政治外交解决方向，妥善管控分歧，尽快回到继续执行全面协议的正确轨道上来。中方将本着客观、公正和负责任态度，同各方保持对话协商，继续致力于维护和执行全面协议。

Under the current circumstances, China calls on all relevant parties to assume a responsible attitude, bear in mind the long-term interests and overall picture, stay committed to the political and diplomatic solution, properly handle differences and come back to the right track of continuing with their efforts to implement the JCPOA at an early date. China will maintain dialogue and consultation with all relevant parties and stay committed to upholding and implementing the JCPOA in an objective, unbiased and responsible attitude.
