美國時間5月8日，美國總統特朗普宣佈，美國將退出伊核協議。

U.S. President Donald Trump said on Tuesday （May 8） that he will withdraw the United States from the Iran nuclear deal.

2015年7月，伊朗與伊核問題六國（美國、英國、法國、俄羅斯、中國和德國）達成伊朗核問題全面協議。根據協議，伊朗承諾限制其核計劃，同時享有和平利用核能的權利，國際社會解除對伊朗實施的制裁措施。

The deal was signed in 2015 and ended a set of sanctions that had been imposed on Iran. Under the deal, the Joint Comprehensive Plan of Action (JCPOA), Tehran agreed to limit its nuclear program and accept inspections.

特朗普8日在白宮發表電視講話說，伊核協議是一項“糟糕的”協議，對伊朗發展核項目的限制“很弱（very weak limits）”，卻令伊朗得以免於制裁。他表示，協議未限制伊朗發展彈道導彈項目，也未限制伊朗在中東地區“製造不安的活動”，此外協議中有關伊方在協議失效後可恢復鈾濃縮活動的“日落條款”（ sunset provisions）也不可接受。

講話結束後，特朗普簽署了關於美國退出伊核協議的文件。

白宮在隨後發佈的聲明中說，重啓的制裁將針對伊朗能源、石化和金融等關鍵經濟領域。

The White House said later that "the re-imposed sanctions will target critical sectors of Iran's economy, such as its energy, petrochemical, and financial sectors."

在特朗普宣佈上述決定後，伊朗總統魯哈尼發表電視講話說，雖然美國決定退出伊核協議，但伊朗將暫時留在伊核協議中並與協議其他各方進行磋商。

Iran's President Hassan Rouhani said Tuesday that the Islamic republic will remain in the nuclear deal with other signatories of the Joint Comprehensive Plan of Action (JCPOA) without the United States.

法國總統馬克龍、英國首相特雷莎•梅、德國總理默克爾8日發表聯合聲明，對特朗普決定退出伊核協議表示遺憾，並表示法英德三國將留在伊核協議並決心保證協議的落實。

In a joint statement released by Macron's office, French, German and British leaders regretted the U.S. decision. Macron, Merkel and Theresa May reiterated their continued commitment to the Iran nuclear deal.

在5月9日中國外交部例行記者會上，有記者問及：北京時間5月9日凌晨，美總統特朗普宣佈美終止參與伊朗核問題全面協議，並將恢復對伊核領域制裁。中方對此有何評論?

耿爽表示：

中方對美方所做決定表示遺憾。伊朗核問題全面協議是由六國、歐盟和伊朗共同談判達成的多邊協議，並經過安理會第2231號決議核可，所有各方都應當認真執行，維護全面協議的完整性和嚴肅性。這有利於維護國際核不擴散體系，促進中東地區和平與穩定，對通過政治手段解決熱點問題也具有示範意義。

China regrets the decision made by the US side. The JCPOA is a multilateral agreement reached by the P5+1, the European Union and Iran through negotiations and endorsed by the UN Security Council Resolution 2231. All relevant parties should implement the JCPOA in good faith and ensure its integrity and sanctity. This will contribute to upholding the international non-proliferation regime and promoting peace and stability in the Middle East and play an exemplary role for the political settlement of hot-spot issues.

當前形勢下，中方呼籲所有各方本着負責任態度，從長遠和大局出發，堅持政治外交解決方向，妥善管控分歧，儘快回到繼續執行全面協議的正確軌道上來。中方將本着客觀、公正和負責任態度，同各方保持對話協商，繼續致力於維護和執行全面協議。

Under the current circumstances, China calls on all relevant parties to assume a responsible attitude, bear in mind the long-term interests and overall picture, stay committed to the political and diplomatic solution, properly handle differences and come back to the right track of continuing with their efforts to implement the JCPOA at an early date. China will maintain dialogue and consultation with all relevant parties and stay committed to upholding and implementing the JCPOA in an objective, unbiased and responsible attitude.

美國前總統奧巴馬則發表聲明指出，放棄伊朗核協議，背棄了美國最密切盟友，也背棄美國外交官、科學家、情報專業人士談判達成的協議；美國不斷退出及違反協議，大大損害自身公信力。

"Walking away from the JCPOA turns our back on America’s closest allies, and an agreement that our country’s leading diplomats, scientists, and intelligence professionals negotiated," Obama said.” The consistent flouting of agreements that our country is a party to risks eroding America’s credibility, and puts us at odds with the world’s major powers.”
