1月25日，英國電信宣佈已獲得中國工業和信息化部頒發的增值業務全國牌照，成爲第一家進入中國市場的國際電信公司。

BT Group has secured nationwide licences in China, becoming the first foreign telecommunication company to do so in the Asian economy. The two "value added licenses" will allow the UK telco to directly contract and bill customers in the Chinese market. 英國電信集團已經獲得中國的全國牌照，成爲首個獲得中國牌照的外國電信公司。獲得的兩個增值業務牌照允許該公司在中國市場直接與客戶簽約並收費。

英國電信獲得的兩個“增值業務牌照（value added licenses）”分別爲全國性國內IP-VPN牌照（nationwide Domestic IP-VPN license，虛擬專用網）、全國性互聯網服務提供商牌照（Internet Service Provider license）。

這兩個“牌照”將允許英電通訊信息諮詢（上海）有限責任公司直接與其在中國國內的全球客戶簽訂合約，並以人民幣收費（enable BT customers in China to be billed in local currency）。

英國電信全球服務部首席執行官巴斯·伯格(Bas Burger)表示：

Being able to service and bill locally significantly simplifies the process of delivering connectivity and other communication services. It is what our customers expect from us and we are very grateful for the opportunity to do this as of today. 能夠在當地提供服務並收費極大地簡化了提供連接和其他通訊服務的流程。這正是我們的用戶所期望的，有機會做到這一步，我們非常感謝。

英國國際貿易大臣利亞姆·福克斯（UK's International Trade Secretary Liam Fox）也指出，此次英國電信獲得牌照得益於中國政府與英國政府的緊密合作（the close cooperation between the UK and Chinese governments helped secure the licences for BT），使得該公司能夠在中國全國範圍開展業務。

中國信息通信研究院發佈的《外商投資電信企業發展態勢(2018年度)》報告顯示，目前，我國外商投資經營電信業務主要集中在增值電信業務（value added telecom services）領域。截至2018年底，獲得批准的外商投資電信企業共121家，同比增長39%。其中工業和信息化部頒發許可證的86家。

上述報告同時指出，從許可數量上看，在線數據處理與交易處理業務（data online trading and processing business）位居首位，信息服務業務（information services）居第二位，國內呼叫中心業務（domestic call center）仍居第三位，該三項業務許可數量佔全部業務許可頒發數量的81%。
