一石激起千層浪,這個政策讓特朗普政府收到了來自各方的訴狀。

美國17個州和首都華盛頓哥倫比亞特區13日共同向位於馬薩諸塞州波士頓市的聯邦地區法院提起訴訟,尋求阻止美國政府發佈的留學生簽證新規生效。

Seventeen U.S。 states and the District of Columbia sued the administration of President Donald Trump on Monday, rejecting the federal government‘s recent rule stripping foreign students of their visas if the institution they are enrolled in only offers online teaching this fall due to the coronavirus pandemic。

Led by the Massachusetts attorney general‘s office, the lawsuit came exactly one week after the U.S。 Department of Homeland Security and Immigration and Customs Enforcement (ICE) released guidelines vowing to invalidate foreign students’ F-1 and M-1 visas if the educational institution they are enrolled in switches to online-only courses, possibly depriving them of their legal status to stay in the United States。

美國媒體援引訴訟文件報道說,發起共同訴訟的17個州和華盛頓特區共有1124所學院和大學,2019年招收約37.33萬名國際學生。耶魯大學、西北大學、芝加哥大學等約40所美國高校提交了支持這起共同訴訟的聲明。

“The Trump Administration didn‘t even attempt to explain the basis for this senseless rule, which forces schools to choose between keeping their international students enrolled and protecting the health and safety of their campuses,” Massachusetts Attorney General Maura Healey said in a statement。

The lawsuit, filed in the U.S。 District Court in Boston, sought an injunction to stop the entire rule from going into effect, accusing the federal government of engaging in a “cruel, abrupt, and unlawful action to expel international students amidst the pandemic that has wrought death and disruption across the United States。”

上週,哈佛大學、麻省理工學院等高校已經就相關問題對特朗普政府發起訴訟。目前已有超過200所美國大學簽署法庭文件,支持哈佛與麻省理工的訴訟。

據《國會山報》統計,特朗普執政近四年來,各州聯盟提起過超100次跨州訴訟,想必特朗普政府處理起來應該已經有了一定的經驗。

但是大選在即,特朗普不時發表的錯誤言論顯然對選民的立場頗有影響。

美國有線電視新聞網(CNN)指出,根據約翰斯·霍普金斯大學的最新數據,幾乎每100個美國人中就有一人感染新冠病毒。其中,得克薩斯、亞利桑那和佛羅里達三州是近來新冠病例激增最快的三大疫情“重災區”。12日,一份由美國哥倫比亞廣播公司新聞部和英國輿觀調查公司聯合發佈的民調顯示,這三州多數選民認爲,州政府重啓經濟“過快”。

得州、亞利桑那州和佛州分別有61%、64%和60%選民認爲州政府重啓經濟、取消“居家令”過快,同時分別有63%、68%和70%選民認爲本州過快重啓迫於總統唐納德·特朗普領導的聯邦政府施壓。
